Veteran-Directed Care Program

In 2008, the Administration for Community Living (ACL), acting on behalf of the Department of Health and Human Services (HHS), initiated a collaboration with the Veterans Health Administration (VHA) to cater to veterans of all ages facing the prospect of nursing home placement through the Veteran-Directed Care (VDC) program. Formerly known as Veteran-Directed Home and Community Based Services (VD-HCBS) until 2018, this initiative aims to offer veterans personalized care options and enable them to maintain independent living arrangements.

The objective of the program is to establish a long-term service and support (LTSS) framework that prioritizes individual preferences and autonomy, assisting those at risk of institutionalization to remain in their homes and participate actively in community life. By expanding access to Home and Community Based Services (HCBS), the VHA aims to meet the increasing demand from veterans who prefer to live independently at home rather than in a nursing facility.

Under the VDC program, eligible veterans have the opportunity to manage their LTSS autonomously, facilitating their continued residence at home. Veterans have control over their flexible budgets, allowing them to tailor their support services according to their unique needs. They also have the authority to hire and oversee their own caregivers. Through the guidance of an options counselor from the Aging and Disability Network Agency, veterans receive assistance with assessment, care planning, and service arrangement. Additionally, fiscal management services are coordinated, and ongoing counseling and support are provided to veterans, their families, and caregivers.
